In the article is studied the phenomenon of devolution that is approached as a process of transmitting the power functions from central to regional structures, ierrarhic lower. The devolution is analyzed in relation to other concepts like are decentralization, deconcentration, independence, territorial selfgovernment. The conclusion is that devolution, although it may have some negative consequences, proves to be an important mechanism for ensuring the
territorial integrity of unitary states. |
