Science works best in times of peace and consistent budgeting, so that the various problems that arise in the common man life do not affect it much. Nevertheless, science has shown more than once that there can be major advances – truly, especially in the technical sphere – in conditions of crisis or even war, because the needs of the moment call for mental forces straining to the main tasks. At the same time, it should be noted that those difficult conditions – crisis or war – also intensely affect the activity of the public administration, as well as political structures. In such crisis time they end up in less anticipated situations and the offered answers are often completely new, without always having an effective quality. From this perspective, the situation of 2022 year once again forces the public administration in several European countries to adapt to less frequent contexts in the last decades history. It is the role of science to analyze the context of this year, its facts and what it changes in a somewhat standardized activity of public administration, and our text will try to provide some brief insights into these matters.
