<dc:description xml:lang='en'><p>The appearance in the forefront of public attention of the generalizedcorruption theme represents a significant phenomenon in the dynamic of the transition process. The corruption phenomenon is real, but i tis not a recent one, having emerged rigt from the beginning of transition. As for its size, nowadays i tis, probably, significantly diminished as in the past years. The paper deals with the corruption phenomenon regarding the following aspects: corruption and fighting against it; where the corruption phenomenon appears; the corruption as a mechanism of forming the private property and balancing the incomes from the public with thouse of the private domain; control as a corruption source; more reforms, less corruption; the corruption costs; strategies for fighting against corruption; obstacles in the way of changing.</p></dc:description>
