Rezumat

Strategic competence is one of the components of communicative competence. Initial strategic competence can be defined as the starting ability to solve problems that arise in the communication and learning process with every new language. Communication strategies and learning strategies should be considered as components of this ability. Learner’s contexts and background experiences in learning and communication form his basic strategic competence. The national educational technology is significant for the development of such competence at school and this interference can be negative for the further language learning. This article considers some practical issues related to the special training for the positive transfer of basic strategic competence in second and foreign language teaching and learning.
