Rezumat

The problem and destiny of the two Romanian Principalities during the RussianTurkish War of 1806-1812 was permanently one of the important factors of the international relations regarding the political and military alliances of Russia, Austria, France and other involved states. An important episode of war was the post-war phase: after the 16th (28th) May 1812 – until the final withdrawal of the Russian troops from the Romanian Principalities – at the beginning of October 1812, when the admiral P.V. Ciceagov (the Commanderin-Chief of the „Moldavian Army, the General-Gouvernor of Moldavia and Walachia and the Commander-in-Chief of the Black Sea Navy), who, in trying to obtain the Ottoman Porte „alliance, planned new military and diplomatic actions against Napoleonic France „Project of the Adriatic expedition of the admiral P. V. Chichagov in 1812). Even after the signing of the peace treaty, the main actors of the diplomatic negotiations, including D. Moruzi (1768-1812) Great dragoman of the Ottoman Government: 1808-1812) remained with the rest of the Ottoman delegation in the capital of Walachia, Phanariot continuing to provide information to the Russians. Without denying the influence of the Phanariot of the Moruzi family on the course of the Russian-Turkish negotiations, as well as the actions of the „double agent Manuc bey and other characters involved in this war, however, the decisive factors that led to the signing of the peace treaty in Bucharest were of geopolitical nature. In conclusion, we mention the main factors: the policy of the belligerent parties, which has become traditional in this part of Europe, determined by its own interests on the eve of the European conflict and by the internal situation of both empires, as well as the diplomacy of the diplomats and the state of the armed forces.
