The practical implementation of this program began in June 1994 with the creation of the Republican Calculation Center, and other centers that collect requests (there are 115 of these centers at present), and a computerized system for property valuation. The first experimental share-subscription auction began on 28 June 1994. It proved the validity of the chosen privatization model and symbolized the beginning of extensive privatization. At each auction, the number of middle-and small-scale enterprises was twice as large as that at the previous auction. The Republican Calculation Center was created to systematize requests.2 Along with republican auctions, traditional auctions were held during which small-scale enterprises were sold. From August 1994 to February 1995, there were twenty-nine such auctions at which 273 enterprises were privatized. |
