In clause classification of measures of not tariff regulation, the factors defining necessity of application of such measures of influence on trade by agricultural raw material and the foodstuffs in Belarus, and also conditions of their use are presented. The developed algorithm of definition of damage from the increased, dumping and-or subsidized import of the goods, methodical approaches to a substantiation of economic feasibility of carrying out of investigation by definition of damage is given. The conclusion that at use of tariff and not tariff measures is necessary to consider that the excessive protectionism can lead to passivity and decrease in competitiveness of a domestic production is done, therefore it is necessary to find optimum balance between protectionism and liberalization.
