In the last decades, evolutionary aspect, the increased share of human resources in industrial relations and labor market. The man, holder of capital health, educational, intellectual and development potential, plays a role, more important, the addition of value creation and economic and social value. In the current intensification of globalization and free competition, the state is forced to maintain human capital through creating favorable conditions both for existence and for development. In this regard, an extra effort to be made for keeping talented people in the country with high development potential, including scientists. |
