Rezumat

It is known that the involvement of educational actors in decision-making improves the quality of the educational process and increases its compliance with market requirements today, while promoting greater public confidence in institutional policy. In this sense, the potential impact of administrative decisions in solving problems, in the special conditions created by the COVID-19 pandemic and the war on the border, is what will dictate the behavior and subsequent directions of pre-university education management. We designed this analysis to identify the interaction between the rational or irrational behavioral traits of executives and their decision-making skills. However, this interaction will calibrate, in the future, certain application tools on the formation of managerial skills, according to the six standardized priority areas: vision, strategies, human resources, financial and material resources, structures and procedures, community and partnerships. The research methods are based on the empirical experiment, namely on the finding by applying the differentiated questionnaire to the respondents, who are subjects of the pre-university education system. Empirical evidence is analyzed quantitatively and qualitatively.
