Rezumat | ||||||
A democratic system is functional when the economy is successful and, insofar as a democratic spirit is developed in the social mindset. The public service reform plays an important role in this process. The creation of apolitically neutral, professional and honest civil servants will provide the conditions for a real transformation of the public administration in our country. An important aspect of the reform of public administration is ensuring proper management in the implementation process. A significant risk in the implementation of the public administration reform is the crowding-out of day-to-day tasks, thus leaving little time to look for new solutions to emerging failures. Theoretically speaking, Romania is already a decentralized state. |
