The local autonomy is one of the key principles of the public administration process, as well as of the democracy of a state. Europe has recognised the importance of the local autonomy through the European Charter of Local SelfGovernment that lays down standards for protecting the rights of local authorities and requires states which have ratified it to comply with a number of conditions, principles and practices. This year marks 30th anniversary of the Charter, since its entry into force on September 1, 1988. The article analysis the importance of the Charter and the mechanism of functioning at the level of the Council of Europe. |
