From the second half of the XIX to early XX centuries, the basic laws in the field of architecture in Bessarabia, with certain amendments, were the same as the ones found in the Regulation on Construction in Russia. In Bessarabia, the Provincial Government was in charge of the construction management, which compiled and examined projects, estimates, conditions and other documents. The works under construction were supervised by it as well. According to the approved projects, private persons were allowed to build public buildings, to take loans for this purpose and to hold the lease on these buildings for a period of 30 years. Model projects continued to be used to build prisons and quarantines. Designs and facades of churches were drawn up by building technicians or diocesan architects of the Construction Department from Bessarabia. The City Duma examined and made changes to the projects of Bessarabian towns. Special rules were applied to private buildings in the vicinity of fortresses. The streets, squares, and bridges were under the police department. City Dumas issued annual decisions on fighting fires, which were compulsory for the construction works. The landscape plans of Bessarabian rural communities were compiled by County Rural Councils on the basis of the decisions made at the meetings of owners and inhabitants. The maintenance and repair of architectural monuments were carried out at the expense of public funds. It was strictly forbidden to destroy the remains of ancient buildings in Bessarabia. |
