The local council is a collegial body. This means it can only function effectively if it meets in sessions. However, very few people understand that the success or the failure of any meeting depends on its organizational arrangements. A successful session needs an effective time and space management, as well as an information and public communication campaign (both of the local government and the local community). In order to be effective, a session should also be moderated in a collegial and constructive manner. Also, the arrangements for a successful meeting do not end after it is finished. Au contraire, other arrangements, such as information, preparation of the minutes an other materials, as well as their archiving, are to be made. This ensures sessions’ effectiveness. This is especially true for the public administration, which decisions affect the entire community.
