Rezumat

The Academy of Public Administration office of the President of the Republic of Moldova, as the national center for promoting the state policy in the field of Public Administration, has plenary contributed to the development of Local Public Administration in the Republic of Moldova. A thorough examination of public administration present situation from the Republic of Moldova entirely based on the traditional Moldovan administration system constituted during centuries within the Moldovan history and being a component part of the French modern model of public administration, proves that more than a decade and a half of real independence the territorial- administrative reform has been promoted in the country which inevitably involves local public administration reforms. After our country became a member of the Council of Europe in june 1995, this forum gave its opinion about changes in the field of public administration from the Republic of Moldova. Then, the Congress of Local and Regional Powers adopted special decisions in june 2002 and in November 2005 to conduct the changes which take place in the field of local autonomy. The European Charter for local-self administration in force( ratified in february 1998) permitted to establish a range of principles and European standards for organization and working of local authorities. Setting up the Ministry of Local Public Administration (2006) has had a positive impact on local autonomy institutions and a further consolidation of local public administration system. The Academy started a multilateral collaboration with this field Ministry in the context of promoting local public administration reforms in our county. Aimed at this, the Minister Vitalie Vrabie is in accordance with the article 9.1 of the Academy’s Charter adopted by the Decree of the President of the Republic of Moldova nr.1379-III from july 18,2003 the President of the Academy’s of Public Administration Board of Trustees. Particularly the present rulers, from February 2001, promote diverse administrative practices for consolidation of local public administration, which essence is implemented in the context of regional development policies and main national strategies from recent years. In this context it is timely that competences, functions and organizational structure of local public authorities be oriented and focused on priorities’ achievement exposed in the main policy documents mentioned above. The problem of local autonomy development and local public administration system consolidation on the whole is extremely current in our days when the moldovan society is getting ready for local general elections which the Parliament of the Republic of Moldova has programmed for june 3, 2007.
