During World War I, the Austro-Hungarian Monarchy wanted to keep the
entire Bukovina and even gain new territories in northern Bessarabia and northern Moldavia. Russia claimed the entire province or at least the northern part of it. The governement in Bucharest, claiming historical rights and ethno-demographic criteria, wanted the integration of entire province within Romania. Trying to draw Romania in the war on its side, the Austrian diplomacy promised territorial concessions in southern Bukovina. The Ukrainians from Bukovina claimed more than half of the territory of Bukovina till the river Siret, including the cities of Chernivtsi, Siret and Storojinet. Iancu Flondor prepared, in February 1915, a memorandum, by which he demonstrated, from the historical, ethnographic, economic and cultural point of wiew, the rights of the Romanians for the Bukovina territory between the Pruth and the Siret. During
the course of the Paris Peace Conference, the union of Bukovina to Romania was contested mostly by American delegation which drefted a project of ethnic division of Bukovina. After nearly a year of negotiations within the Peace Conference, the union of Bukovina with Romania, in its historic boundaries, was officially recognized. |
