This article analyzes the „homeland security” concept, which serves as a subject for present-day debates not only because it is a new concept, but also because it generates confusion in the context of the national security policy. The first step to structure this concept was made by the United States of America, which after the terrorist attack from September 2001, decided that it is necessary to improve the security of its own territory. In this context, „homeland security” concept aims to harmonize different sectors at the national and international levels, so as to make it possible to come up with a common approach to the challenges dealing with global and national security, in order to prevent the terrorist attacks, to reduce the vulnerability to terrorism and other emerging threats. Actually, this concept represents the response to the stringent need of being secured, which appeared at the beginning of the 21st century.
