The reform of Mental Health Services is nowadays an important problem in developed countries as well as in some countries of Central and Eastern Europe. The process of reconstruction of Mental Health Services represents a reform, which has two senses: it is a profound change of values, which determine the way treatment and care of people suffering mental diseases should be furnished, it is also a radical change of the physical form and services pattern. The Matrix model can be used as a means which helps to understand the historical development of Mental Health Services in the last 150 years. The 1st period describes the development of asylum, between 1880 and 1950. The 2nd is the dawn of asylum, between 1880 and 1950. The 3rd period refers to the reforms of Mental Health Services, beginning with 1980 approximately. As it was demonstrated, the usage of the matrix model implies the usage of two principle dimensions. The first one is geographical, involving national/regional, local and individual levels. The second dimension is temporal, including entries, processes and effects.
