Rezumat | ||||||
One of the central objectives of the state, undoubtedly, must include attracting trained, specialized persons to the public administration, able to actively contribute to the implementation of reforms established to improve public services and living standards. This principle must be applied carefully, especially when one wants to enter a public office or to promote in a higher position. What is certain is that we can almost never know what that official who has been entrusted with new responsibilities will prove in the public service, even if he has good training from an academic or professional point of view. For this very reason, the competent institutions must apply the most effective methods of identifying specialists capable and suitable for their functions, and this can happen, from my point of view, through a form of organization called MERITOCRACY. |
