Public service represents an essential element of the administrative system.
It expresses the quality of the administrative system and is identified in
human resources involved in the administrative process. Even if perfect from
the point of view of institutional and functional aspects, public administration
is not able to function properly without qualitative public service.
The issue of public service is under discussions in the Republic of Moldova,
however, it is often overlooked because of other major problems that
public service is faced with and the subject of public service is approached in
the micro context that refers to the circumstances or some technical aspects
of institutionalization and functioning. The reforms of public service, sometimes
very significant, have been realized since the beginning of 90s; however,
they still have not referred to the fundamental of the Moldovan public
service and its defining dimensions.
Until present the reform in public service did not refer to the delimitations
between public officials and political officials. Moldovan public service
is politicized. This fact excludes or essentially diminishes the professionalism
of public officials and influences their ability to exercise efficient administration.
The need for creation of political administrative relations in the Republic
of Moldova is evident, although difficult. The difficulties refer to the problems
of launching political administrative reform and of its implementation.
Insufficient development of political culture of the citizens creates serious
obstacles in the way of launching and implementation of the reforms. |
