The paper addresses the issue of establishing the hierarchy of experts in ground transport systems according to their level of competence. The higher level of competence of the experts is the basis for ensuring the quality of the expertise of the systems that are insufficiently formalized and characterized by a high level of uncertainty. Five factors are proposed to assess the competence of experts in ground transport systems. The values of the priority vector of the competence factors are determined with the application of the Saaty algorithm and the nine-point scale by the method of comparisons in pairs. The value of the concordance rate of the experts’ opinion was determined.
