For most world countries, social policy is a way in which political power is used on the economic system to obtain certain results on the basis of other values than those determined by the market’s liberal forces, or is considered to be at the center of ideological division between the political left and right. At an E.U. level, the evolution of the social policy creates a social model of development. This social model is based on three elements: competition, cooperation, solidarity. As a result of profound changes, particularly due to the economic and financial crisis, unemployment grew in all economic sectors, and global competition increased. One of Romania’s main objectives is to apply the European Labor Force Occupation Strategy, which implies measures for the stimulation labor force occupancy and unemployment reduction. At a national level, the National Labor Force Occupancy Agency elaborated normative acts which pursue the creation of new jobs and the improvement of labor force mobility. Romanian legislation implies several active measures in this field, by financially supporting the unemployed to perform public, communitarian interest jobs. The directive lines concerning labor force occupation at a communitarian level consider the E.U.’s economic policy. European strategies such as Lisbon or Europe 2020, labor force occupation receives a local dimension. At a local level, strategies can be developed, which consider local particularities and comparative advantages. Local authorities have the available budget and decisional power; they evaluate the local situation and have the educational facilities through which they can train the labor force according to market demands. |
