Rezumat

Leading is not to maintain the existing situation, but to train the greatest change factor that its organization and staff can handle. The manager-management couple becomes the leitmotiv of any strategic or tactical approach oriented toward efficiency, effectiveness, competitiveness and excellence. In recent years, many models and methodologies have been developed to improve managerial performance, which usually involves, adapting to the needs of the community, the cultural conditions of the entity and, in particular, the field in which it operates. In this context, the pre-university sports institutions are in the situation of changing the development paradigm. The rapid pace of change puts the challenge of any manager, to re-evaluate their development ideas almost permanently, to create flexibility in their strategic, creative thinking, to develop additional skills of problem solving, because they cannot be resolved by applying the same ideas that have contributed to their occurrence. In practice, the performance assessment process has a number of peculiarities determined by the concrete conditions in which it is carried out, the aims pursued and the methods used. Assessing managerial performance in pre-university sports institutions can have a beneficial role for both the entity and the manager only if it is done correctly. To achieve performance, the reference entity manager needs to train and develop a set of professional and managerial skills to enable him to achieve competitive advantage, overall quality, efficiency and effectiveness.
