The adoption of legal norms is not an end in itself, but only the first mandatory stage of the process of legal regulation of social relations. The next step is to implement the provisions of the legal norms. Otherwise, legal norms would lose their meaning and social purpose. For these reasons, the correct understanding of legal norms, of legal normative acts presupposes a good knowledge of the effective action of the law. The effective action of the law and determines the timeliness and effectiveness of legal rules. |
