Effective mechanisms for cooperationbetween the central authorities and autonomous unit Gagauzia is an essential part of ensuring ongoing dialogue and coherence of the parties. The mechanismsof cooperationensure access for the regional authorities to the decisionmaking process and their ability to defend their interests. In the case of Gagauzia, there is aneed to understand the problem of regional authorities’ participation in the decision-making of the central authorities. The purpose of this article is to make an overview of the experience and features of existed joint commissions and working groups between the central authorities of the Republic of Moldova and Gagauzia. Analysis shows that functioning of joint commissions/working groupsand their significant role in implementation of the autonomy status needs a significant change in approaches from the central authorities to territorial self-governance. Effective functioning of the working group created in 2015 needs a revision of their basic elements, including its status as a joint decision-making mechanism, an improvement of the status of joint decisions and procedures for their adoption, as well as formation of their agenda |
