Promoting ethical values locally has evolved in two ways, because on one hand it was necessary to implement the provisions relating to civil servants in local government, on the other hand, to local officials. In this sense reforms carried out centrally on issues of integrity and ethical conduct default state of things cause changes locally. In the following we will analyze several steps to promote ethical values locally, both in terms of local civil servants and elected officials, which in our opinion are specific to local government. Creating a modern and efficient public administration is one of the priorities included in the schedule of European integration and last but not least, the implementation of democratic values, the rule of law and establishing a balance between state powers.
