Social assistance is a component of the national social protection system that is directly coordinated by the Government, through the Ministry of Labor, Social Protection and Family and implemented byt he local authorities. The responsibilities are shared amongst different state structures and departments which do not allow the inter-sectoral approach, to integrate and create difficulties for the reform in social protection system. The institutional system of social protection is relatively fragmented, because in Moldova there is not only a single executive structure working on social protection, responsible for the promotion of policies, and the development of the quality standards. The various aspects of social protection concerns more state structures which share the responsibilities for the same problem.
