European States that have acceded to the Statute of the Council of Europe undertake to recognize the principle of the primacy of law and the one by virtue of which persons under their jurisdiction shall enjoy human rights and fundamental freedoms. These States undertake inter alia to cooperate actively in the realization of a more srînse Union between them and to promote their economic and social progress. Council of Europe efforts have been concentrated on developing texts concerning social security and social assistance. As in the case of the European Social Charter, development international instruments were made with the help of the International Labor Organization, the influence of the conventions of this organisation is sometimes more than obvious.
