The article examines the relationship of interdependence between political power and bureaucracy through the perspective of adoption and implementation of public policies. The article backs the idea that within a democratic society, the bureaucracy activity, in its role of the interest group, influences the governmental structures, meaning that the bureaucracy formulates, adopt and implement directly the public policies. The authors conclude that political power and bureaucratic power appear as inevitable phenomenon, taking into account the general mechanisms of the exercise of power in contemporary societies and the characteristics of political and administrative systems that they generate. |
