The local public administration is established at the closest level to the citizens being responsible for promoting and satisfying the interests of the community it manages. In order to achieve this goal, the local public administration has the exclusive right to organize, coordinate and ensure the control of the local public services proper working. Recent studies in the area show that in most of the Moldovan villages and a large part of urban localities the public services provided are missing or unsatisfactory. The international experiences of good practices show that if local capabilities, resources and opportunities to create their own public services are lacking, inter-municipal cooperation by its forms of implementation: association, PPP, concessions, public procurement are practical and safe ways of creating and development of public services. |
