Rezumat

The various initiatives to reform the public administration at different stages has also obviously affected the public services provided, as expected outcome of public administration activities. Numerous positive governmental initiatives in this field can be mentioned. However, the effective usage of resources for modernizing public services must be a priority for the public administration. The necessity to make public services more effective, initially perceived by scholars only, is currently reflected in numerous normative acts. But analyzing public services only through criteria of effectiveness could generate the risky situation when the economy criterion is more important than the quality of the service. Moreover, while trying to cut down costs, the authorities might focus more on expenses, while focusing less on the quality and even on the availability of public services provided to the citizens. Ultimately, we could even and up in the situation when the public services will no longer produce the expected result – satisfying the needs of the citizens. This is why it is the responsibility of those who govern to identify the point at which the quality of public services provided is affected.
