Rezumat

The successful implementation of Total Quality Management (TQM) in public administration requires, first of all, a cultural change within public authorities, a change of values, an improvement of the organizational structure, of a way in which human resources act, participate and are involved in the decision process. The implementation of a TQM in public administration strategy cannot be achieved without management and involvement of human resources of public authorities. Human resources are one of the fundamental sources of risks, but in the same time they are those who manage, control, and influence organizational management systems. Therefore, successful organizations are considered those which can attract the heart, mind, and energy of employees to work together for a common goal.
