Studying the legal framework for the establishment and operation of public administration is one of the key issues in efficient organization of public authorities. This context enroll also the evolution of structural reforms, based on the legal aspect, including the supreme political and legal acts, which were the foundation of the establishment and development of state, oriented to values and democratic principles. Adopting the legislation and the further implementation of that, at various stages, has conditioned more intense development of the reform and provided for it a complex nature. |
