Rezumat

The evolutionary process of social life over time captures new experiences of organizing and running public administration. The tendency of contemporary political doctrines of government and administration is to democratize and decentralize the administrative work, assuming the right of communities at all levels to manage themselves, starting from their natural right to organize their social life and the interests of the individuals that form this community. Decentralization is not an end in itself, being a means by which decision-makers are close to those who are supposed to bear their actions. The best form of government for a particular group or nation will be the best way to reach (satisfy) the public interest. Evidence of the existence or non-existence of a democratic society is the relationship of public administration with the citizen, the expression of the participatory access of the population to solving the problems of public interest, which in the decentralized administrative systems the promotion of the local interest is a dominant objective, not a secondary one.
