Modern information civilization is defined by many researchers as post-formational, that has changed the role and status of the state and public administration bodies in society. Today there is not a definitive model of information development of the system of state governance as a component of society. But in most countries of the world, a number of legal and organizational measures aimed at the formation and development of the information society and the transfer of active activity of state bodies into the virtual environment are carried out. At the same time, the role and functions of the public administration bodies are changing. The first task in this situation is to establish the rules of information communication of all layers of society.
