Current payments (ecological taxes) are the newest and most effective mechanism for the control of environmental pollution. This mechanism operates under the principle of „polluter pays”. The ecological funds are instruments that allow accumulation and directing financial resources required for solving the problems of the environment. In the Republic of Moldova the Ecological Funds system is organized in two levels: the National Environmental Fund (FEN) and Local Environmental Funds (FEL). Local environmental funds are a tool for financial-economic support and projects of environmental protection through collaboration with the organs of Central and local public administration in the development and implementation of national plans and programmers and local actions in the field of environmental protection. |
