In front of globalization of changes and the appearance of new legitimacy, coming from the European construction and decentralization, as well as in front of the growing demands of citizens, the French State is reconsidering the role, organization and methods of functioning. The transformation of administration must be performed in the same step with the evolution of the society and the international context. It is not about the French Government to support the passive consequences of the European construction, but the French Government should collaborate closer with the European governments in order to modernize the state
