The legal framework, currently in force, has established a rather wide number of local government powers in the field of public services organization and management. However, there are still vague stipulations in given normative acts, which in some situations might not be interpreted in the benefit of the public administration. Particularly, article 73 of the Law of the Republic of Moldova on local public administration is to be amended, leaving the establishment of public services at the discretion of the local government depending on the local needs. This seems to be a better practice compared to the current one where there is a list of services mandatory to be established by the local government, a list developed by the central authorities. Also, several provisions of the Law on public-private partnership are to be clarified.
