Rezumat

In order for the Republic of Moldova to become a full-fledged member of the European community, our state must organize its public services providing system in accordance with the European requirements. A first step in order to achieve this aspiration has been taken with the conclusion of the Association Agreement between the European Union and the Republic of Moldova, which is particularly focused on modernization and development of executive functions, with the goal of providing quality services to the citizens of the Republic of Moldova. The text of the Agreement allows concluding that the Agreement will directly impact different services which are currently known as “public services” in the Republic of Moldova. Thus, the Agreement stipulates provisions related to transportation and communications, health and educational services, licensing, etc. European integration will obviously generate significant change in their existing situation. It is very difficult to assume how these services will change in the future, but several evolution scenarios of public services may still be developed – from the maintaining of the status quo in some of these public services to the de-monopolization of other ones. Also, the Agreement provides for the possibility for some public services to be delegated to European Union entities in the form nationally known as “conceded management”.
