Since 2009-2010, thanks to support from the external development partners (EU, UNDP, GIZ, Council of Europe, USAID, etc.), more than 30 projects of public service development principles and mechanisms of inter-municipal cooperation have been launched and are in implementation. A recent assessment study of IMC in the Republic of Moldova attests that although all IMC service providers are operational and functional, they face a number of legal, procedural, institutional, economic and financial impediments to their work. In order to broadly apply IMC in the provision of local public services, a set of concrete and urgent measures are required to be implemented: (i) the provisions of the existing strategic development policy documents have to be promoted for implementation; (ii) at the level of the legal framework, several changes that would establish the necessary legal framework for the creation and activity without interference of IMC operators have to approved; (iii) the IMC service providers have to be assisted in strengthening their institutional, management, human resources and technical capacities; and (iv) local public authorities and service beneficiaries have to be more informed and involved in ensuring operational and functional intercommunal services. |
