Theoretical and applicative value of the study is to discover and highlighting real factors that cause low quality of services provided by preschool education institutions. The survey results will allow a better understanding of the causes that favoring irregularities at the chapter educational services for children. Conclusions after performing basic research and theoretical information accrued, will contribute to the development of proposals / recommendations that can later be applied in practice and will reduce existing effects. The study represents interest for the Ministry of Education, Departments of education, preschool institutions (kindergarten) staff in these institutions, and the whole society that is voluntarily or involuntarily involved in the education of children and especially for parents who have or will have children of early age.
