The security environment of the twenty-first century has changed remarkably. Our modern societies and economies are wired together by networks, cables and the IP addresses of our computers. Informational actions runs in any of the peace, crises, conflicts, post-conflict phases and it is essential for institutions to have permanent capabilities of warning, evaluation, analysis and reaction. Cyber warfare has three main targets (triad theory) these are government, military organization and civilian infrastructure (including an economy). In this order of ideas it is needed to define and implement the concept of cyber defense, at the conceptual level, operational and strategic level[1]. Cyber Defense is a complex and broad-ranging concept[2]. Yet, despite this complexity, we can make some progress in developing our understanding by focusing on a few key elements of any good defensive strategy. Deterrence is a fundamental element of defensive strategy. However, for deterrence to be effective, potential antagonists must be convinced that they will be identified, and punished swiftly and severely. |
