One of the most pressing issues that affect the functionality of the rule of law and constitutes a real threat for social equity and justice and jeaopardize the stability of the general interest of society is corruption phenomenon. Therefore, one of the key components of corruption, omnipresent in all structures and public services, is influence pendling /trafficking (lobbyism) The influence pendling offense is, as mentioned in the literature, an antisocial phenomenon, retrograde, a expression of protectionism and favoritism manifestation of the old society, incompatible with the ethical and professional profile of the new type of public officials. Thus, creating suspicion that officials are corrupt, they can be influenced in the exercise of their duties, throws a bad light on state organizations and undermining their negative activities, affecting the principles of independence, impartiality, legality and professionalism of the public service. |
