Presently, the need for assessing the public administration reform is growing. The public administration reform, the development of administrative capacity means as well developing the evaluation capacity. This can be achieved through the establishing a legal framework, an institutional capacity and development of human resources in the field of evaluation. The assessment was developed within the European area, referring explicitly to the foreign experiences, especially the US; but the evaluation as an organizational practice, is to be developed and become not only formally but also practically an activity supporting public administration reform, based on the analysis of organizational change through the institutionalization of practices and behavioral patterns.
