Rezumat

This paper analyses the concept of organizational culture, its particularities in public administration, the relationship between organizational culture and performance, the centrality of efficient leadership in the creation of a functional organizational culture, and the methodology to determine whether the organizational culture must be changed. The paper includes an analysis of the results of an empirical study which identifies the types of organizational culture in the system of public administration of the Republic of Moldova using the culture typology proposed by Charles Handy.
