Wars, political upheavals, and religions strife have caused people to flee their homes because they fear for their safety. The article analysis theoretical approaches of the refugees crises. Prior to the twentieth century, decisions by governments to grant asylum were usually ad hoc and based on their attitude toward those seeking asylum. There was no standardized procedure for determining who was and was not to be given asylum. Private voluntary agencies were sometimes organized to assist specific ethnic, national, or religious groups, and sometimes states cooperated with these groups, but there was no international mechanism for assistance. This lacuna is not so surprising when one considers that until the twentieth century states did not intensively regulate population flows |
