Rezumat

The purpose of this paper was to reveal the controversies of Internet access in libraries in the context of a democratic society, and it has been fully fulfilled. The policies of the access to the Internet in different countries have been analyzed, and it has been ascertain that Library Associations are often the first to take actions against breaches of human rights regarding free access to information. A filtering software is a computer program which allows you to block specific categories of information on your computer or computer log-in, but at the same time during such a “filtration” it can block some useful information. Because of that the users' rights to freely surf the Internet are seriously violated by such a filtering software.
