Effective functioning of territorial autonomies currently attracts attention of scientists and experts in the field of constitutional law, international law, co-nflict resolution, political science, ethno-political science and others. Relevance of this topic is determined by the growing importance and promotion of the re-gional identity and the interests of different groups at the national political le-vel. The purpose of this Study is to understand the problems related to impleme-ntation of Gagauz-Yeri autonomy based on the analysis of theoretical frame-work of the autonomy and practical experience of its implementation based on the examples of autonomies in Western Europe. In order to meet this goal, aut-hors used comparative analysis of empirical experiences of the states with regi-onal administration and individual case studies of development and functioning of the autonomy, including Gagauzia. Objectives of this Study include: identifi-cation of theoretical framework related to the autonomy, studying the experien-ce of regional states with advanced autonomies and analysis of the existing pro-blems encountered by the regime of Gagauz autonomy. The study highlights special features of the autonomy arrangement and several important theoretical grounds for the autonomy arrangement. Comparative study of the empirical ex-perience of regional states with developed autonomies in the territorial devolu-tion of power, allowed us to identify positive example for resolving contradicti-ons between Gagauzia and the central government. The South Tyrol autonomy arrangement is one of the most successful examples of autonomy’s development and represents the most useful model for Gagauzia. Existing problems of the re-gime of Gagauz autonomy were studied for many years. In the framework of this paper, many theses put forward by scholars, such as P.Jarve, O.Protsyk, S.Wolff, M.Suksi and other experts, were confirmed and recommendations were proposed
