In Moldova civil society is a strategic partner of public authorities both at central and local levels. Civil society plays an important role as a mediator for the interests of citizens. The former communist abusive practices were elimina-ted and state institutions do not longer act as guardian against non-govern-mental organizations or uncomfortable political parties. The transition to a democratic society involves modeling the behavior of the new citizen. Thus, they are involved in the creation and development of new democratic values in the country. A democratic society requires overcoming the following barriers: central and regional traditional hierarchies, social inequali-ties, ethnic intolerance, exclusion of vulnerable groups and centralization. In this article we aim to analyze the openness of the authorities and forms of involvement of civil society institutions in the decision-making process in Mo-ldova. |
