Civil society organizations can play an important role in mobilizing different stakeholders for the purpose of more effective participation in political process and public governance. But to get to these goals it is necessary to respect certain principles. We can refer o participation, transparency, equality, independence, efficiency. Therefore, civil society organizations are involved in cooperation
process and also benefit from equal and open treatment from state bodies. By involving civil society actively and constructively in the process of cooperation, their proposals will have an impact on the development of legislative initiatives and Parliament can benefit greatly from the cooperation process. Thus,civil society organizations can contribute to a responsible cooperation by increasing transparency and accessibility of information about the formation and implementation of government policies. Active civil society that serves to achieve these objectives include: identification, publication and distribution of information on subjects concerning legislation, provisions, budgeting, and public expenditure, implementation of policies and programs of particular interest. The participation of civil society in the cooperation process with the Parliament forms also social equality and human rights law. We might mention here the role of advocacy of the human rights organizations in exerting pressure for the implementation of existing laws, proposing legislative initiatives and institutional reforms to improve the operation and responsibility to society state security
organs and police. |
