The widespread of the corruption is a regular for undergoing into modernization states. The article focuses on the analysis of social-cultural corruption factors in Republic of Moldova – a feedback of historic, social and economic traditions, dysfunctions of institutions, states mechanisms and instruments, anonymity situations, rudiments of Asiatic production mode and of “gifts society”. Also, is remarkable an accelerated transition (with all its disadvantages and shortcomings) to a new social and economic system, based on private property and market economy, but not enriched with values, orientations, political culture, appropriate for such relationship. Still, counteracting and limiting corruption phenomenon is possible. It is demonstrated by a number of democratic states, although no democratic countries have “lifetime immunity” to this social phenomenon. Fight against corruption will focus on phasing out the causes and conditions that are generating it, by combining systemic efforts of political actors and civil society.
